After Grandpa Brack thought about it for a day, he suddenly realized that if a person placed the draft-blocker at the foot of the outside of the door, then stepped back inside, the only way the draft-blocker would close along with the door was if it were attached to the outside of the door!
Of course, we hadn’t met our neighbors yet and I didn’t want to knock on their door and ask them if they would mind showing me how their draft-blocker works!

Then, a couple days later, I walked down the hall to drop trash into the trash chute as usual, but decided to walk a little further to investigate the stairway. I was surprised to find that the door to the stairway also had a draft-blocker! I was able to see exactly how it was constructed and how it worked. Here’s a video showing what I observed:
